Why is it safe to use copy and paste in Flash but not Javascript?

I am trying to use copy'n paste in one of my web applications and have read several articles / SO questions about it. Most people say that using Flash is the only option as most browsers do not allow access to the system buffer due to security concerns.

I can figure it out, but I'm wondering why this is ok for Flash but not the browser.

Or does it have nothing to do with security, and is it just difficult to implement it for cross platform browser vendors?

Generally, it is not "good" for Flash to do this, for the same reasons as most browser vendors. Adobe operates in its own world, however, and few can do about it.
