What is the problem with TFS Agile?

With TFS2010 using the MSF Process Template for Agile Software Development v5, I'm having a hard time figuring out what it is Issue

. The most specific documentation I could find is this . Is it Issue

a higher level item that we are likely to generate for Bug

after doing some code / requirements research? Or is Issue

something other than Bug

, because this is not really a bug in the code, but rather a critical oversight in design (for example, there has never been an attempt to create a datepicker for all date fields, and this is a UX problem, but not a bug) and , therefore, a request for a change in gender? Or is it something else?

Problem is problem. Once investigated, this could be a software bug or a task to change the process and the code that supports it.
