ActiveMerchant - The best method to send money to a user? PayPal account or credit
I have a website that will make payments from User A, hold them in our escrow account and then transfer the money minus commissions for User B. I have the first part calculated in terms of credit card payments from user A, but I am trying to figure out the best method to get this money and send it to user B. I do not store credit card information due to privacy, and I do not mind that user B signs up for PayPal if they are going to use the system, but I do not know how to send payments to PayPal account directly.
I am using ActiveMerchant and PayPal gateway in Rails 2.3.5.
I am also open to any suggestions as to what the best method is to take money from User A, hold it for 1-60 days, and then hand it over to User B while he carries the minimum fees and something I can implement in Rails hopefully it won't cause aneurysm in me.

You won't find a company that allows you to fundraise for two months, so you'll need to get a merchant account and keep the money there until it's time to send it to Party B. You don't need anything special in terms of a payment gateway. Authorize.net and a merchnat account could help you get money, and then you could distribute money directly from your GUI if you don't want to receive technical information. And later, you could automate sending money if your crazy or have a backend that keeps track of your funds and distribution.
