How do I programmatically blur an area in a movie (in python)?
I have a movie and I want to create a new movie from it with a blurred area (like an object, letter or face). The area is moving, so I need to have precise control of the current frame and move the position of the blur area accordingly. Blur is an option, but also a dark mask.
Now I have a question open to the superuser on which to use the software, but as I suspect I will have to buy an adobe condom to do something like this, and I don't want to shell out a kidney for something I have there is to do once, i am thinking of coding it in python.
What are the best libraries available for this task?

Definitively, you will need to use OpenCV, mainly due to performance issues that can arise when processing in Python. See the Smooth function from the Python Filtering Images section of the OpenCV documentation .

Blurring is easy, either Avisynth or openCV will do it. If you need to track the position of a moving object then avisynth requires you to manually select the position, you should easily write a decent object tracker in openCV.
I don't know of any free video editors that do this automatically - if you only need to do it as soon as you can use the trial version of something like a premiere.
