API / Framework for creating Visual Studio solutions / projects

Does anyone know anything other than the Visual Studio Automation APIs to use to build Visual Studio solutions and / or project files? The project files are based on MSBuild, so should be OK to generate manually if needed, but solution files are based on their own text format.
