IE8 does not open web pages in new window

I've seen this issue on multiple random installations of IE8 and can't track it down for life. If you open a new window using the traditional <a href = "fu" target = "_blank"> bar </a> - IE8 does nothing when clicked. I have searched Google for a long time but to no avail. Has anyone else experienced this and possibly worked?

As far as I can tell, this behavior has stopped with recent versions of IE8. I think it must be some kind of security setting that was changed with later versions of IE8. Thanks to those who answered.

The pop-up blocker settings may have been changed to "High: Block all pop-ups". Go to Tools-> Internet Options-> Privacy → Pop-up Blocker Settings.
