Application of GIS GRILS

I am working on internal IT application monitoring outages for a US national investigation network. I am considering overlaying breaks by region on the map. Displaying trip areas in red, for example. The user clicks on the disable area, displaying the detail information. The technology stack includes Grails / JBoss / Linux. Are there frameworks that provide a GIS display / layer on the screen where I could overlay my domain information? I have looked at the Google Maps API but cannot use it as it works behind a firewall. Any ideas?

An open source MapGuide with Openlayers as the UI makes a good combination for this. From there, the challenge will be finding a basemap that suits the needs of the application. Data.gov is a good place to find information in the US.
