Is it a WCF tool and why is it in the Windows SDK and not inside the .NET Framework?
In fact, the Windows SDK is now "Windows SDK for Windows [n] and .NET Framework [m]", so ultimately Microsoft claims that this SDK tool ... choice to go into SDK or tools ... well it can go anyway ...
