Frameset cached by Firefox

I have a html page that contains a nested set of frames (don't ask why, I'm only serving the app;)). I'm worried about why FF is constantly caching the Header.htm file. I had to use transparent cache to force the browser to load it again. ctrl + f5 didn't help.

    <frameset rows="68,*" border="0" frameborder="no" framespacing="0">
    <frame name="header" src="/Header.htm" scrolling="no" noresize>
    <frame name="footer" src="/Login.aspx?w=<% =company %>&amp;loc=<% =ccdom %>">
</frameset>

Any ideas what is responsible for this behavior? IE, on the other hand, downloads the file with no hassle.

Thanks, Pawel

Try adding

<meta http-equiv="cache-control" content="no-cache"/>
<meta http-equiv="pragma" content="no-cache"/>

to header.html file
