JPEG-2000: Can I dynamically resize an image without resampling?

One of the nice things about JPEG 2000 is that it's easy to smooth the image - just download fewer bytes.

Is there a similar way to scale the image so that I can send the thumbnail using the bytes in the full size file, without resampling?

No, to resize, you still have to read the original size, resize the swatch to the new size, and then re-compress.

You can write your file so that it has 2 sizes of layers, with very little relative increment and extraction of those layers.
