As best option for legacy ibm iseries code consuming web services
Scenario: old legacy code in rpg needs to consume data from a new web service I think in a new stored procedure implemented in any language to act as a proxy, but I'm sure there are better options Some options I've seen are this is http://www.rpg-xml.com/ (third party proprietary system) or using Java stored procedures with DB2 XML Extender

Both options are really good. It depends on your experience with your team. If all you know is an RPG, use an RPG solution. If you have someone with .NET or Java experience, use that.
