An alternative to SQL Tools and Toad IDE for developing Oracle queries

Question

Are there any better alternatives to using SQL Tools and TOAD to write stored procedures and queries for Oracle DB?

Better in the sense of being able to debug large queries and stored procedures.

Any pointers are appreciated!

Our company uses PL / SQL Developer . I'm not familiar with SQL Tools or TOAD, but this tool has worked pretty well for us in terms of debugging.
