Is there an external public archive of Gitorious projects?
Gitorious hosts a specific open source project. Suppose at some future point X they decide to close source / remove their project from Gitorious.
Will there be an open source archive like The Wayback Machine ?

No, except that someone is holding their clone of the repository and making it publicly available elsewhere.
If you want to mirror git repos see my blog post about it.
