How to create image frame above navigation buttons in Wordpress

In Wordpress it's easy enough to create a navigation bar based on wp_list_pages and wp_list_categories. But this is the output text, and you cannot influence each li output differently.

I know I can manually create a navigation bar, but is there a good way to replace the wp_list_ output with images?

Just change your CSS to display images as background for li elements and anchors as block elements. For best usability, set the text indentation in your anchors to -9999px.
