How do I get my web page to work with the same layout across all browsers?

I am trying to make my webpage with the same layout (height, width, etc.) in all browsers using JavaScript. How can i do this?

btw i tried to use percentage value

Read the Tao of Web Design, an article written in 2000. The Tao is that web design should not and should not look the same across all browsers. This is not a print design. I find most designers misunderstand this and spin their wheels trying to control an environment that is not meant to be controlled. Design your sites to fit an imperfect design rather than trying to make an imperfect environment perfect.
