DotNetNuke Nav menu not showing if i'm not registered?

Question

I'm working with a DotNetNuke (DNN) site and for some reason the DNN: NAV control only shows the menu when I am logged in.

The menu is part of the template file itself, which in this case is "index.ascx"

How can I help eliminate menu visibility? Why doesn't he show up? Everything else is on the page.

One thing I can check is that your pages are visible to users who are not logged in - if there are no pages available to all users, this can happen.
