TortoiseSVN - Doesn't work for Vista 64 except installer

TortoiseSVN works fine on Vista 64 bit for the user account that installed it. When I log in as a different user, TortoiseSVN does not exist. I tried running file explorer as administrator. It seems that TortoiseSVN only connects to the explorer for the user who installed it.

How do I get TortoiseSVN to work for non-installer users? Thanks.

I have phrased my question incorrectly. It works for other accounts - the context menu shows and works, but no icon overlays are shown. I realized that I had set the net hack dot variable for the admin account. Once I moved the settings to apply to everyone else, the icons returned for the non-admin user. I know I really don't need the 2008 hack - I'll turn that off eventually.
