ASP.NET buttons not displaying options

I seem to be having a problem with my local machine.

When loading a page that has a button and the button was set with options from the title, on my local machine the options disappear, but in our development window they still exist.

It's hard to explain, so I'll show it with a picture.

This is what the button looks like when I hover over it from our development server, which is II7:

This is the same exact code on my local machine (IIS7 is also running), but as you can see the options are not set to the button.

What could be causing this and how can I fix it? The web.config are identical, so I think it might be an IIS problem?
