Can I use Visual SourceSafe 2005 for commercial use or do I need a license?

It's a bit free if you're already an MSDN subscriber. Many MS stores view MSDN subscriptions as a must. If this is your case, then VSS is simply not credited. Or a lame gift horse depending on your opinion of the product.

The short answer is: No - it cannot be used freely.

Microsoft's website states that you must have a Visual Sourcesafe license for every person using the product.

I managed to find this via Google "Visual Sourcesafe Licensing", so I'm not sure if you're confusing here.
