XI-Can Business Objects a * non * Admin copy a report from one environment to another?

Excuse me if the subject matter doesn't make sense and let me try to explain.

We have a BO production environment pointing to a production database. And we have a development environment pointing to the dev database.

When a user complains that the report is not working, we would like to copy the report to the dev environment and after fixing it, make sure that the report now works. The problem is that we were told by the BO administrator that you must have administrator rights to be able to do this, and it takes an act of congress plus one week to get an administrator.

Considering developers, admin access to the production environment is obviously not posisblity. But I find it hard to believe that you need to have administrator rights to be able to do this. Does this seem right?

I am just confirming Sivvy's answer.

I just tried to use the import wizard to migrate a report without being an administrator and I was not even allowed to log in. In addition to being a member of the Administrator group, the journal must have an Enterprise journal in the Business Objects account.

I'm pretty sure you need admin rights to cross-server anything in business objects. I don't believe there is one right that will allow this.
