How does RoR content reload on update?
RoR allows you, while env development
, to change parts of your application code, and then just refresh the browser - and everything changes without restarting Mongrel.
How does it work and where in the Rails database is it done?
(Or alternatively, is there an easy way to do this with Rack + Mongrel?)

You can check config.cache_classes
In RAILS_ROOT / config / environment / development.rb it is installed as
config.cache_classes = false
while production.rb, it is set to true
I have no idea what kind of code is handling it, but it should be in the actionpack / action_controller folder somewhere.
