I want to accomplish the following effect in C #:

Looks like a fairly standard border detection algorithm. Wikipedia has some information on this. There are quite a few algorithms:

You can try AForge Image Processing Library

Here is a project to help you determine if you need AForge image processing.



Try Floyd-Steinburg binarization and then homogeneous edge detection ... or a combination of both.

I know you are asking about C #, but if you don't find an existing C # implementation - perhaps you could port this to C #. Written in Java but open source. It seems like it would be nice to have some code to start with.
