Calling a website with anchors
When I access a site with an anchor set (... # xxx), the image on top is displaced outside the viewport.

Corrupted design: http://soc.org/index.php?id=4#c272
The top image is positioned as absolute. There are some blank lines immediately after the Google Analytics code. If I remove them it works.

It's easier to see what's going on if you disable the: hidden overflow on div.upperPage
You can see that the anchor causes the content to scroll and not on the page as a whole. However, I am not aware of any specifications that dictate which elements must scroll to achieve the binding requirement.
