CSS and Javascript files
The Yahoo UI Library offers rollup support if you are using your CDN. I am using Zend Framework 1.8.0 and was wondering what is best for replicating it, since all of our css or javascript files can be folded into one tag - thus one HTTP request.
I am using standard MVC components with a .htaccess file that rewrites everything via index.php if the physical or physical name of the file or folder does not exist or is not displayed on the server.
I would like a final page with a cached file copy (if the client supports it) to improve efficiency and further reduce HTTP requests.

I hope I understood your question correctly.
There are several tasks here - one is to concatenate the contents of multiple files in request variables into one response, and then the other is to control the caching process.
The first should be pretty simple by taking a list of paths and adding the content to a file in memory, and the second can be easily handled with this great helper that allows you to easily set timed / expire headers to provide client side caching
