Is the Microsoft ASP.NET Dynamic Data website a platform that I can trust to create web admin sites?

Yes, I have used it.
Basically, if you want to store tables as tables, then it is most likely yes across the board. Starting with a set of Linq classes (Linq to SQL or Linq to Entities), you get a set of edit pages available in most cases.
Then you can add custom field handling, pages, sort order, most of the things you want.
Customization is simple and can be developed over time - more importantly, you change the database schema and keep your customizations intact.
Not perfect, but you get a ton of features for very little code.
