SQL equivalent of MS Access Partition function

I am using a batch of section functions for a report in MS Access 2003. I need the equivalent of this function for MS SQL.

The closest thing I can see is NTILE , although without a little more context on how you use it, I cannot suggest anything along the way to sample code.
