How do I compile Microsoft Silverlight for Symbian as a .SIS (standalone) application?

Question

So in nokia we can have Microsoft Silverlight installed on the system. We can see Silverlight applications in the browser and interact with them.

But how do I compile a silverlight app in .SIS apps?
