How to send SMS to a language other than English

I am using Logica SMPP api to send sms. I can send simple English messages with the default data encoding as "0". Now if I want to send SMS in another language like Hindi or Chinese what are the different values ​​that I have to set.

Should I create a UDH for the same? wht data encoding should I use? wht esm class should I install? should i send data as unicode?

Any suggestions on this would be very helpful.
