Restrict Who Can Change Build Quality in TFS

Once the build is in the completed Build Explorer section in Visual Studio, you can assign the build quality.

Is there a way to limit who can install them? Ideally I would like to restrict some specific users (i.e. Prod Ready to the Testers) and others to a different group (i.e. Test Ready to Developers)

I'm afraid you cannot restrict certain build qualities to groups of people in current versions of TFS. In TFS2008 there is only one "Change Build Quality" permission, which will allow you to set a build to any of the defined qualities. By default, this is assigned to project administrators, but you can assign it to an alternate group if you like. To do this, right-click on Team Project in Team Explorer and go to the settings for Team Project, Security ...
