Is there a communication tool that is better suited for programming discussion?

I am asking this question because SO is not particularly well suited for this kind of task, as it was designed for questions like this. So I am not asking about this regarding SO. I ask if there is a better tool for programming-related discussion than old-fashioned forums, mailing lists, wikis, IRC or afk chats.

A tool like this will allow people to spot an interesting discussion, summarize it, help them analyze it logically, and present a constructive discussion better than any of the services I've described.

So go ahead and answer and I will see which answer best fits.

(Without putting this "discussion", because even though it is related, the discussion tag is used to ignore questions requiring discussion. This question is clearly not the case, because a human might answer a question with a software name.)

(Why do I need such an application?) The more I go out because of very experienced people, the more difficult questions that I ended up with very difficult answers or no answers at all. Unless I spend many months or years looking for answers to questions like these - or worse, looking for an answer without noticing that there is no answer - I think there are several other ways to answer such questions than to discuss them. Also, I believe that many people ask the same questions again, I wish I didn't even need to ask questions, they would have been asked for me already. I would need to find them then ... I think I am very lazy when I ask about it.)

No. This is not true.

What you are looking for is a community of people to talk to, not a tool. If people want to discuss what they love, they will - no matter what tool they have to use to do so.
