WSE 3.0 raises error WSE1608

We have a web service with wse 3.0 support and some client computers are getting this error message wse1608 WASE1608: No XOP parts found in stream for the specified content id:

Any ideas what might be causing this? He works for some clients except one in the same office.

This is WSE error 3, further examination of the error revealed that a SOAP error was returned from the server.
