Mod_security blocks IP when script crashes with error?

I have a problem blocking my IP address, I installed a php application on shared hosting and tried to start it but it gave some errors and then I tried to refresh the page but after the third try my ip is blocked for all ports, No services available ( ftp, ssh). Apache mod_securty blocking it?
